Hardy May Be Chosen Social Security Chief

WASHINGTON — Dorcas Hardy, assistant secretary of health and human services, is the front-runner among contenders to head the Social Security Administration, Administration officials said Friday.
Hardy, 38, was assistant secretary of the California Health Department when President Reagan was governor.
