A House subcommittee handed its chairman a defeat, killing his Superfund bill and agreeing to consider a compromise measure that environmentalists say threatens to gut the toxic dump cleanup program. On a series of 13-5 votes, the Energy and Commerce subcommittee on commerce refused even to discuss the $10.1-billion proposal brought to the table by Chairman James J. Florio (D-N. J.). The action raised questions about whether a bill extending the program can be passed before the law expires Sept. 30.
