At its meeting next Wednesday, the Baldwin Park City Council will conduct a public hearing on a proposed 5% utility tax to raise $1.2 million annually. City Manager Ralph Webb said the money would be allocated for salaries of 17 current police officers and other public safety personnel and for the hiring of seven more police officers. If passed, the utility tax would cost the average user about $6 a month, Webb said.
