Mark Foote has been named chief of the Monrovia Fire Department, replacing George Kahl, who retired in June. Foote has been acting chief since Kahl’s departure. Foote, 55, joined the Monrovia department in 1970 as assistant fire chief. He previously had been a captain in the Lemon Grove Fire Department, where he began his career in 1955. A graduate of Cal State Los Angeles, Foote is a resident of Monrovia. He and his wife Pat have two children.

Bob Salsameda RN, trauma coordinator at Queen of the Valley Hospital in West Covina, has been elected to the board of directors of the American Trauma Society for a four-year term. Salsameda, the first trauma nurse coordinator to serve on the board, will represent trauma hospitals in the United States. There are four trauma hospitals in the San Gabriel Valley.

John Randall, president of Mt. San Antonio College in Walnut, has been elected president of the Chief Executive Officers of the California Community Colleges. Randall has been a member of the Chief Executive Officers board of directors for three years. The Chief Executive Officers group is composed of chancellors, superintendents and presidents of the 106 California community colleges. The group voices the community colleges’ position on various issues.

County Supervisor Pete Schabarum has reappointed Raymond Ball, a lighting sales representative who lives in Claremont, to the county Commission on Obscenity and Pornography. The commission works with law enforcement and school officials on community action programs and legislative proposals for dealing with pornography.

Elizabeth Van Note has been elected president of the El Monte branch of American Assn. of University Women, an organization created in 1882 for women who have graduated from a four-year accredited college or university.

Lucy Cabrera has been named chief operating officer and Connie Ma has been appointed director of nursing at Casa Colina Career Development Center, a medical rehabilitation hospital in La Verne.
