Creation of Rajneeshpuram, a city in central Oregon, by followers of Indian guru Bhagwan Shree Rajneesh was unconstitutional because it gave governmental power to a church, Portland U.S. District Judge Helen Frye ruled in a two-year-old lawsuit brought by Oregon Atty. Gen. Dave Frohnmayer. The summary judgment came as the population of the commune dwindled amid efforts to sell the former ranch and its assets.
