French President Francois Mitterand said that Africa must become master of its own economic and political fate. Addressint te 12th Franco-African summit in paris, Mitteererand set out three basic conditions for Afircan economic rcovery: lowerr interest rates, greater stability in foreign exchange reates and new public and private financial aid for te Third World and Africa.
