Santa Monica : ‘Revolving Door’ Ordinance

A law restricting private lobbying activities by former city officials and employees has been approved on first reading by the City Council.
The “revolving door” ordinance prevents former city officials, such as council member and department managers, from acting as paid representatives for private groups or individuals on city issues within six months of leaving office. Former city employees would be prohibited from lobbying for outside groups on city matters either on a paid or volunteer basis for two years after leaving their jobs.
The proposed law specifically restricts both former officials and employees from influencing proceedings in which they had participated while in office. Former officials, however, would be permitted to lobby the city if they are not paid for their work.
