The 13 ministers of the Organization of Petroleum Exporting Countries agreed at their meeting in Geneva to consult their governments about fresh proposals for a compromise on cutting the cartel’s market-glutting production of oil. The ministers met for an hour on what delegation sources described as new approaches toward ending a policy deadlock, and members of some delegations said there was cautious optimism.
