Only 31 Soviet Jews were allowed to emigrate in July, the second lowest monthly figure in 15 1/2 years, the Intergovernmental Commission for Migration reported in Geneva. The record low was 29 in August, 1985. The July arrivals brought to 447 the number of Soviet Jews arriving in the West through the first seven months of 1986. Of the 31 Soviet Jews permitted to leave in July, the commission said, only 12 went directly to Israel from Vienna, a major transit point for Soviet Jewish emigrants.
