Soviet and Afghan forces backed by artillery and planes have carried out a three-day offensive against Muslim guerrillas northwest of Kabul, Western diplomats said in Islamabad, Pakistan. They said it was one of the largest operations of the summer and appeared to be a major effort to clear the guerrillas from Paghman, a mountain resort town about 12 miles from Kabul. In recent months, the rebels have repeatedly fired rockets from the Paghman area at military installations in Kabul.
