The United States accused the Soviet Union of violating an international treaty banning biological and toxic weapons. Donald Lowitz, chief U.S. delegate to a conference in Geneva reviewing the accord, said the Soviet Union has used toxins for hostile purposes in Laos, Cambodia, Afghanistan and Vietnam. Soviet representative Viktor L. Israelyan denied the accusations and said they represented a U.S. attempt to erode the treaty, which took effect in 1975.
