Rain, Wind Lash Manila; 11 Die

MANILA — Torrential rains and high winds lashed the Manila area today and the Red Cross reported at least 11 deaths. Thousands of people were evacuated from floodwaters, which reached seven feet in some districts.
Schools and businesses were closed and several international flights were diverted from Manila’s airport. The city Weather Bureau said that as of mid-afternoon nearly 17 inches of rain had fallen in the capital since early Sunday and officials said the Las Pinas suburb was under more than seven feet of water.
