A limited voluntary drug-testing program so confidential that virtually no one will know who participates in it, or how those who do participate perform, was adopted unanimously by the Los Angeles County Board of Supervisors. The mostly symbolic gesture, patterned after a program recently launched by President Reagan for his staff, will apply only to the five supervisors and their immediate staffs, about 100 people in all. The supervisors admitted that it is unlikely that drug users would undergo testing and that because of the built-in confidentiality, a person testing negative for drugs could not get credit for it.
