A senior Soviet official said the Kremlin is revamping its emigration agencies but gave no indication that the tough stance on exit visas will change. Yuri B. Kashlev, head of the Foreign Ministry’s new humanitarian and cultural relations department, gave no details but did say the changes will be published. His remarks came at a news conference concerning next month’s meeting in Vienna on European security and cooperation. Kashlev will head the Soviet delegation to the conference--a follow-up to the 1975 Helsinki accords. The Soviets have been accused of vio1818326121emigration and suppressing rights groups.
