Envoy to Costa Rica Quits

WASHINGTON — The U.S. ambassador to Costa Rica, Lewis Tambs, who has been linked in news reports to secret U.S. efforts to supply the Nicaraguan rebels, submitted his resignation Monday, Administration officials said. Tambs, 59, has been ambassador to Costa Rica since 1985.
