Investigators know what started the Dupont Plaza Hotel fire in San Juan, Puerto Rico, and how it spread, but revealing details would help the arsonists evade arrest, an official said. Justice Secretary Hector Rivera Cruz said at a news conference that investigators were focusing on labor problems and had made progress in the search for those who started the New Year’s Eve fire at the beachfront hotel, killing 96 people.
