PHILADELPHIA — Former Democratic Mayor Frank L. Rizzo formally announced today that he will seek to regain control of City Hall as a Republican.
The 66-year old former police commissioner was the city’s first black mayor from 1972 to 1980 but was barred from seeking a third consecutive term in 1979 and lost a comeback bid in 1983’s Democratic primary to W. Wilson Goode.
