E. German Flees to West

KASSEL, West Germany — A 22-year-old East German fled to the West on Tuesday, crossing near Fulda in Hesse state, West German border police said. The weather was so cold that trip wires along the heavily fortitifed East German side of the frontier apparently froze and failed to trigger the alarm system, a police spokesman said.
