Alexander M. Haig Jr., declaring his intention to run for President, said he offers leadership to carry the nation into the 1990s with prosperity and in peace. The former secretary of state and NATO commander said in a speech prepared for Committee for America, the political action committee he heads, that he would declare his candidacy today for the Republican presidential nomination. In an apparent reference to the Iran- contra scandal, Haig said: “A President leads when he understands that openly communicated policies, even if secretly arrived at, are the only policies that merit enduring support.”
