University of California will spend about $1 million to clean up toxic PCBs at the Lawrence Livermore National Laboratory, according to an agreement reached with the U.S. Environmental Protection Agency. The EPA had issued a complaint a year ago, contending the university failed to mark electrical equipment containing PCBs or keep adequate records on the toxic. PCBs, or polychlorinated biphenyls, once were sold for use in insulating liquids in electrical transformers or capacitors.
