Mattel’s earnings declined 16% to $1.718 million in the second quarter. The Hawthorne-based toy company cited higher advertising, selling and administrative expenses, as well as higher taxes. Mattel also announced that it would take a $19-million charge against third-quarter earnings related to a debt refinancing. A Mattel spokesman couldn’t say whether the charge would result in a third-quarter loss.
