Costa Mesa : Street Improvements to Be Studied Further

The City Council on Monday agreed to study further a street improvement plan that, at $147.5 million, was 12 times more costly than previously thought. The improvements are needed to accommodate future office and commercial development along the San Diego Freeway, city officials said.
The new plan would cost developers $1,165 per employee in their new buildings. Previously, developers have paid traffic-mitigation fees of $95 per employee.
The street improvement plan includes road widenings, traffic signals and ramps on and off the freeway.
The council Monday scheduled a second study session for January to evaluate the proposal, which was drafted by the consulting firm of Fieldman, Rolapp & Associates and approved by the city’s Planning Commission.
Planning director Don Lamb said the commission hopes the plan will be voted on by the council the first or second week in February.
