The Justice Department has filed a sealed report notifying the special court responsible for appointing independent counsels that it has found “no reasonable grounds” for recommending that a special prosecutor probe conflict-of-interest allegations against former Supreme Court nominee Douglas H. Ginsburg, the Washington Post reported. Ginsburg, a judge on the federal appeals court in Washington, D.C., was nominated for the high court Oct. 29 and withdrew nine days later. Press reports suggested that as a Justice Department official, Ginsburg handled matters involving the cable TV industry when he had almost $140,000 invested in a cable television company.
