The California Public Utilities Commission approved emergency measures to save a popular telephone program for the deaf and disabled that is losing $1.1 million a month. The commission directed telephone companies and American Telephone & Telegraph of California to limit spending for the 9-year-old program to its current level until a permanent solution can be found. Commission President Stanley W. Hulett emphasized before a unanimous vote of approval for the emergency measures that it was “not (the commission’s) intention to cause any diminution of the service,” which has become increasingly popular.
