Local News in Brief : San Juan Capistrano : Slow-Growth Initiative Qualifies for ’90 Ballot

Slow-growth advocates gathered enough signatures to qualify a slow-growth initiative for the next scheduled city election in San Juan Capistrano but came 59 signatures short of the number needed to force a special election before 1990.
City Clerk Mary Ann Hanover said that of the 2,038 signatures turned in on Feb. 9 by members of Citizens for Sensible Growth, only 1,672 signatures, or only 14.49% of the city’s 11,542 registered voters, could be certified by the county registrar of voters.
To qualify the proposed measure for a special election, slow-growth advocates needed signatures equal to 15% of the city’s voters.
But with certified signatures from more than 10% of the city’s registered voters, the initiative easily qualified for the next scheduled city election in April, 1990, Hanover said.
