In response to repeated graffiti attacks on private property, Santa Monica residents living on 22nd and 23rd streets between Pico Boulevard and Pearl Street have organized a clean-up program in conjunction with Neighborhood Watch.
Councilman Herb Katz, a leader of the effort, said he hopes that the volunteer program will catch on in other neighborhoods.
