Rules that spell out a new law forbidding new police officers and firefighters from smoking were published by the Massachusetts Department of Personnel Administration. The rules, which implement a Pension Reform Act signed by Gov. Michael S. Dukakis in January, apply to public safety officers hired after Jan. 1, 1988. The rules--which cover the smoking of tobacco or tobacco products on or off the job--take effect Oct. 6, or 30 days after publication.
