Panamanian police arrested Dominador Kaisar Bazan, a top member of ousted President Eric A. Delvalle’s Republican Party and a former ambassador to Washington, party and family members said. One family member said police told Bazan’s wife that he was charged with “usurpation of powers.” Government spokesmen were not available for comment. Delvalle was ousted last February after trying to fire Panama’s strongman, Gen. Manuel A. Noriega, but is still recognized as president by the United States.
