The Orange County Fair Board will meet in closed session Monday to discuss litigation involving the Pacific Amphitheatre. The open-air concert bowl is the subject of a suit filed in January, 1984, by a group of Costa Mesa residents over noise from events there. In July of this year, a judge ordered the owners of the facility to study ways to reduce noise during concerts. The amphitheater is operated by Ned West Inc. under a 40-year lease with the state; the Fair Board is a state body that oversees the fairgrounds and owns the land where the amphitheater is situated.
