NATO Warns of Soviet Peril

ESTORIL, Portugal — NATO chiefs said today that Soviet reforms carried dangers for the West and warned the alliance against falling for Kremlin chief Mikhail S. Gorbachev’s persuasive skills.
“The Soviets have mounted a very effective public relations campaign . . . but the result is something like the so-called ‘Stockholm syndrome’ when hostages relate favorably to their captors,” Gen. John Galvin, the supreme allied commander, told a news conference. “The Soviets have threatened Western Europe for so long that just a lowered level of tension is seen in this way.”
