The Kremlin has agreed to a single meeting in New York for Soviet President Mikhail S. Gorbachev, President Reagan and President-elect George Bush--a luncheon Dec. 7--but the precise location remains uncertain, a White House official said. Two sites are under consideration: the Metropolitan Museum of Art and Governors Island in New York Harbor. It was on the island, which is a Coast Guard base, that Reagan and French President Francois Mitterrand met in 1986 to discuss East-West relations. Gorbachev, who will meet with Reagan and Bush after addressing the U.N. General Assembly, plans to remain in New York long enough to do some sightseeing, the official added.
