A Philippine drivers’ strike that disrupted transportation in Manila appeared to be weakening as a union leader and five others were arrested. The drivers of jeepneys--privately owned passenger vehicles--went on strike Monday, protesting government-ordered fare c1970565934their demands and directed police to protect jeepney drivers who want to work. Police said more drivers are returning. Deogracias Espiritu, secretary general of a drivers’ association known as Piston, was held on charges of directing strikers who made inflammatory remarks in public.
