Washington’s chief ethics officer ruled that Mayor Marion Barry violated the city’s financial disclosure act by failing to disclose a partnership with a real estate developer, but did not do so intentionally. Marianne Coleman Niles, director of the city’s Office of Campaign Finance, said in her decision that Barry had failed to list on his annual financial disclosure forms for 1985, 1986 and 1987 a promissory note he had signed after buying an interest in a Nantucket, Mass., building with Washington developer Jeffrey Cohen. Niles ordered the mayor to amend his forms and pay an administrative fine of $500.
