Will attend a Siena College Alumni reunion in New York today and speak at the St. John’s University Law School commencement ceremony in New York on Sunday. Assembly Floor Action: Minorities: Passed and sent to the Senate on a 67-1 vote a bill (AB 1012) by Assemblywoman Gwen Moore (D-Los Angeles) to require the state Board of Education to develop a list of supplemental teaching materials that highlight the contributions of minorities in the development of California and the United States. Senate Floor Action: Street Crime: Passed and sent to the Assembly on a 26-7 vote a bill (SB 1009) by Sen. Diane Watson (D-Los Angeles) to set up a state income tax refund checkoff system to permit taxpayers to voluntarily contribute $1 or more to street crime abatement programs. Automobile Radio Noise: Passed and sent to the Assembly on a 25-9 vote a bill (SB 1130) by Sen. Cecil N. Green (D-Norwalk) to prohibit drivers of motor vehicles from allowing radio sound systems to be heard more than 25 feet away when driving on a public road. Speeding Trucks: Passed and sent to the Assembly on a 23-8 vote a bill (SB 463) by Sen. John Seymour (R-Anaheim) to double the first offense conviction fine from $100 to $200 for speeding by drivers of large trucks. Milton Marks (D-San Francisco) to make it a crime to raise calves for the production of veal inside small crates that do not allow the animals to move about freely. Alan Robbins (D-Tarzana) to establish first-time fines for insurance companies that engage in unfair and deceptive acts, such as making misleading or false claims in advertisements. Used Cars: Passed and sent to the Assembly on a 32-2 vote a bill (SB 788) by Sen. Herschel Rosenthal (D-Los Angeles) to require used car dealers to inform prospective purchasers if the vehicle they want to buy was returned due to a defect or the dealer’s inability to conform to warranty terms. Taxes: Passed and sent to the Assembly on a 22-11 vote a bill (SB 1085) by Sen. Leroy Greene (D-Carmichael) to allow counties to impose a half-cent sales tax for school construction and other infrastructure improvements if the voters agree to such a move. Anti-Gang Counseling: Passed and sent to the Assembly on a 35-1 vote a bill (SB 793) by Sen. Wadie P. Deddeh (D-Bonita) to authorize the California Youth Authority to launch a pilot program in several juvenile detention facilities to provide inmates with peer anti-gang counseling. Gang Violence: Passed and sent to the Assembly on a 27-8 vote a bill (SB 612) by Sen. Cecil N. Green (D-Norwalk) to require the state Judicial Council to set up a program to keep judges up to date on gang-related laws to facilitate effective punishment and deter gang-related offenses. Teacher Assistants: Passed and sent to the Assembly on a 24-10 vote a bill (SB 156) by Sen. Leroy Greene (D-Carmichael) to require the community colleges to establish a two-year degree program for teacher assistants to serve in public school grades 1 to 6.
