District of Columbia authorities said they were investigating a wee-hours incident in which police officers rounded up 24 women from a downtown street frequented by prostitutes and ordered them to march to Virginia, more than a mile away. The angry women, many in leather mini-skirts, skin-tight shorts and halter tops, some carrying their spike heels, were rounded up from corners around 14th and L Streets about 1:30 a.m. Tuesday, observers said. Police, who escorted the women with flashing lights on their squad cars, made no arrests. The march ended when the officers drove off after being questioned by a passing reporter and photographer from the Washington Post. Virginia officials reportedly were upset at the incident.
