COME ON OUT! The county’s housing and office rental slump hasn’t stopped the Washington-based Urban Land Institute from planning to hold its West Cost seminars in Newport Beach this month. . . . One official calls the county “an excellent market” for industrial development, with it and Los Angeles County accounting for “almost 25% of all the industrial buildings” put up nationwide last year. The institute’s 16,000 members include developers, architects and city planners. The one-day workshops cost $650.
