Harbor Commission Ends Negotiations: The Los Angeles Harbor Commission halted weeks of exclusive negotiations with a new company bidding to reopen the old Todd Shipyards in San Pedro. The commission blamed the company, Los Angeles Shipyards Corp., for failing to meet deadlines for proving its viability. The company replied that port officials were not serious about reopening the 110-acre Todd site as a shipyard.
