Gates’ P.O.V.: KCET will pull out a documentary from last July that features Los Angeles Police Chief Daryl Gates and re-show it Sunday at 5 p.m. (Channel 28). “Police Chiefs” is a “P.O.V.” documentary that also explores the styles and philosophies of the police chiefs of Minneapolis and Houston.
