APT. FOR RENT: The Census Bureau says Newport Beach had the state’s highest housing vacancy rate last year for cities with 50,000 or more people: 11.5%. But a city planner says that number is probably lower now. . . . The city put the vacancy rate just for rentals at 6.03% last June, a jump from a year earlier. But the planner says that was due to owners keeping “a substantial portion” of apartments empty so they could be remodeled.
