Hiring Plans Show 1st Increase in 2 1/2 Years: A quarterly survey of employers’ hiring plans shows the first seasonally adjusted increase in nearly 2 1/2 years. The findings indicate that the recession may have bottomed out, according to Manpower Inc., a temporary services firm that conducts the ongoing survey of 15,000 firms. For the upcoming third quarter, 22% of employers expected to expand their work force while 10% planned reductions. In comparison, 18% of employers projected hiring increases during the second quarter while 13% expected reductions.
