Long Beach : New Deputy City Manager to Also Head Police Panel

Joseph T. Rouzan Jr., a former city manager and police chief of Compton, has been named a deputy city manager in Long Beach and executive director of the city’s Citizen Police Complaint Commission.
Rouzan, a private consultant on municipal government and police matters, will replace retiring Deputy City Manager Herbert A. Levi, who oversaw the formation of the 8-month-old citizen police commission.
“Herb has done an outstanding job for the city for over 15 years and he will be sorely missed,” City Manager James C. Hankla said. Levi retires next month.
In addition to his Compton posts, Rouzan also has worked as assistant city manager and police chief of Inglewood and retired from the Los Angeles Police Department as a captain.
In the executive director’s position, Rouzan will act as an administrator for the complaint commission, a citizen panel that reviews complaints of police misconduct.
