Does a person have the right to smoke? Of course. Does a person have the right to fire a gun? Sure. But does that mean he can indiscriminately fire that gun into a crowd? Of course not. Why then, should he be able to expel lethal smoke into the air where others are trying to breathe? Rights have limitations.
