The Soviet Union’s reconstituted legislature is scheduled to meet Monday to repeal all laws that continue to restrict development of a free-market economy and to ratify governmental changes that occurred in the two months since the failure of the conservative coup.
So far, however, only half of the country’s 12 remaining republics have nominated delegations to take part. Even Russia and the Ukraine have yet to confirm their participation.
Formation of the new legislature was decided in September as an interim measure until a new constitution can be drafted and elections held.
