* RECYCLE: Approved a proposal by Councilwoman Ruth Galanter that council committee agendas and related journals be printed on recycled white paper instead of colored paper. Because it is cheaper to recycle white paper, the change is being made to increase the probability that the material will be recycled and reused. That in turn will help the city meet state-mandated recycling goals.

* REAPPOINT: Approved the reappointment of Vivian Weinstein for another four years to the nine-member Childcare Advisory Board. Weinstein lives in the Wilshire area. Passed: 14-0. Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Joel Wachs, Michael Woo and Zev Yaroslavsky.
* HOMES FOR HOMELESS: Approved spending $671,395 on a program that provides temporary housing for the homeless. The funds will be used to upgrade a mobile home site at 2300 E. Imperial Highway and to relocate 18 mobile homes there. Passed: 12-0. Voting yes: Braude, Ferraro, Galanter, Holden, Wachs and Yaroslavsky. Woo was absent.
* SETTLEMENT: Approved spending $20,000 to settle a lawsuit brought by a 38-year-old man who broke his ankle when he stepped into a hole on city property next to a sidewalk near 28th Street and Central Avenue. After the July 8, 1990, accident, Franco Silvetti had surgery to repair the damage to his ankle. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Wachs and Woo. Holden and Yaroslavsky were absent.
* SETTLEMENT REJECTED: Approved the city attorney’s recommendation to reject an offer by Rickey S. Ross to settle a lawsuit for $3.7 million in connection with a case in which the former sheriff’s deputy was arrested by Los Angeles police and charged with murdering three prostitutes in South-Central Los Angeles in February, 1989. Charges were dropped against Ross when it was discovered that a Los Angeles Police Department examiner incorrectly analyzed evidence and that ballistic tests were inconclusive on Ross’ semiautomatic pistol. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Wachs and Woo. Holden and Yaroslavsky were absent.
* KING CELEBRATION: Approved a proposal declaring Jan. 10 through Jan. 20 as King Week ’92 to celebrate the birth of slain civil rights leader Martin Luther King Jr. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Holden, Wachs and Yaroslavsky. Woo was absent.
