PAY UP TIME? Bryan Brown, who prosecuted five of Orange County’s 22 men on Death Row, is now in private practice but hasn’t changed his pro-capital punishment views. . . . Because of lengthy appeals, it appears that all 22 will live at least 10 years past the date of their death sentences. . . . “That much extra life is more than they deserve,” says Brown. “We’ve done everything in our power to guarantee their rights. It’s time to pay up.”
