Proposition 13 Aftereffects
The bill is indeed coming due on Prop. 13 but the damage has already been done. Government, which once meant the cooperation of the community for the common good, was painted as perverse and evil by Jarvis-Gann and their fork-tongued landlord buddies. The public bought this bill of goods amid promises of lowered rents and a booming economy.
Now we have crippled social services, poor schools, closed libraries and a community coming apart at the seams.
