* HAVEN FOR DUCKS: Approved providing two vacant city-owned lots at Dell Avenue and Canal Court in Venice to house ducks that have been displaced during the rehabilitation of the Venice canals. Duckwatch, a nonprofit organization of Venice residents, will continue caring for the ducks at this “duck haven” during construction.

* LOW-INCOME RENTALS: Approved a proposal to develop affordable rental housing for low- and moderate-income tenants on city-owned property at 315 4th St. in Venice.

* APPOINTMENT: Approved the appointment of Christine Essel of Hollywood to the Community Redevelopment Agency Board. Essel replaces Norman H. Emerson, who resigned.

* FUND-RAISER: Approved the temporary closure of Melrose Place between La Cienega Boulevard and Alfred Street from 7 p.m. Nov. 7 through 11 p.m. Nov. 8 for a fund-raiser by Project Angel Food, a nonprofit organization that feeds homebound people with AIDS.

BOARD OF PUBLIC WORKS

* WALK OF FAME: Approved adding the name of H. Norman Schwarzkopf Sr. posthumously to the Hollywood Walk of Fame. Schwarzkopf was the father of Gen. H. Norman Schwarzkopf, commander of Operation Desert Storm. The senior Schwarzkopf was narrator, host and moderator of the popular old radio show “Gangbusters.” A ceremony is scheduled for 11:30 a.m. Oct. 2 at 7000 Hollywood Blvd. The council must give final approval.

HOW THEY VOTED: How Westside representatives voted on selected issues.

* FEDERAL FUNDS: Approved a proposal by Mark Ridley-Thomas supporting a pending measure by Rep. Maxine Waters (D-Los Angeles) that would increase the amount of federal block grant funds cities could use to upgrade the infrastructure of low-income neighborhoods. Passed: 11-0. Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Ridley-Thomas and Zev Yaroslavsky. Michael Woo was absent.

* SETTLEMENT: Approved spending $69,526 to settle a lawsuit by a man who sued the city and a Los Angeles police officer for assault and battery, negligence and false imprisonment during a car theft investigation on Feb. 9, 1990. A jury returned a verdict in favor of Frank Juhasz in June, 1992. Passed: 12-0. Voting yes: Braude, Ferraro, Galanter and Yaroslavsky. Holden, Ridley-Thomas and Woo were absent.

* DEMOLITION FUNDS: Approved spending $2 million to continue cleanup work from the recent riots. Passed: 12-0. Voting yes: Braude, Ferraro, Galanter, Holden, Ridley-Thomas, Yaroslavsky. Woo was absent.

ON THE AGENDA

* MORATORIUM: The council is expected to take a final vote on extending a moratorium that protects low-income hotels outside Los Angeles’ downtown core from being demolished.
