An NCAA administrative committee ruled that the Big West Conference can pick Nevada, which won the conference title, as its representative in the inaugural Las Vegas Bowl Dec. 18, even though the Wolf Pack (7-4) has only five Division I-A victories. NCAA rules require that all postseason bowl participants must have a minimum of six Division 1-A victories.
