U.N. Weighs Use of Force in Somalia

UNITED NATIONS — Outraged by Somali warlords looting relief supplies, the U.N. Security Council began laying plans Wednesday to fight back against clans ruling the famine-stricken nation.
U.N. peacekeepers would be authorized to use their weapons to prevent looting and make sure food reaches starving Somalis, according to plans being discussed.
Secretary General Boutros Boutros-Ghali met privately with the Security Council to begin drafting new orders for the peacekeepers, who have been hampered by requirements to “cooperate” with warlords who attack them and steal food and medicine.
The council may consider the proposals next week, said council President Andre Erdos of Hungary.
