PROUD MOMENT: Tony Lam’s friends are showing off their pride in him. They’re touting the new Westminster city councilman as the first Vietnamese-American in the U.S. to be elected to public office. Tonight they honor him with a $100-a-plate dinner at the Waterfront Hilton in Huntington Beach, to retire his campaign debts. . . . Some of the dignitaries expected: Supervisor Roger Stanton will be the Emcee, Supervisor Gaddi H. Vasquez is keynote speaker, and Dist. Atty. Michael R. Capizzi is leading the Pledge of Allegiance.
